The project at Colachel on the southern-most tip of India has been offered for foreign investment by the state of Tamil Nadu. Last year, the Malaysian government sanctioned US$1 mill to investigate the feasibility of transforming the port into a regional multi-purpose cargo hub with emphasis on container handling (see WorldCargo News October 1999, p9)......
