The Port of Houston Authority (PHA)'s proposed Bayport container and cruise terminal complex continues to attract strong opposition. In the latest development, the PHA has rejected calls from Jim Blackburn, an environmental attorney and chairman of the Galveston Bay Conservation and Preservation Association, to look at Spilman Island and Texas City as alternative sites.
According to PHA chairman James T Edmonds, Bayport is the right location for the proposed facility, environmentally, financially and socially. Spilman Island, he added, cannot be developed now for a number of practical and financial reasons....
