As previously reported, the Port of Houston Authority (PHA) is letting contracts for the construction of its Bayport cruise and container terminal complex even though legal action by objectors is still pending.
The contracts can be legally awarded because the appeal process does not invalidate PHA’s permit to build Bayport....
