The oft-extended deadline to submit technical and economic bids for the development of an international container transhipment terminal at Vizhinjam in the south Indian state of Kerala passed without a single bid being submitted.
Although seven companies purchased request for qualification (RFQ) documents, including three overseas companies, none submitted a bid by the December 20, 2004 deadline, which had already been extended three times because of clarifications sought by the bidders....
