Indian construction giant Larsen & Toubro (L&T), which is bidding for the right to build and operate the second container terminal at Chennai and the offshore container terminal at Mumbai in partnership with Hutchison Por t Holdings (HPH), has indicated that it will change its foreign partner if HPH fails to obtain security clearance from the Indian government.
