APL is conducting tests in the Port of Oakland on its own cold ironing system which, it claims, is more cost-effective than other designs and will therefore help to overcome the resistance of the shipping industry to the demands of port authorities and air quality regulators that cold ironing be installed on all ships so that their auxiliary engines can be shut down in port.
At the recent IAPH plenary in Houston, the International Chamber of Shipping came down strongly against ports imposing their own standards requiring ships to plug into shore power. However, the executive director of the Port of Los Angeles, who also chairs the IAPH’s port environment committee (PEC), countered that USWC ports will simply not be allowed to grow unless they take every possible step to improve air quality....
