Brazil’s Senate has unanimously rejected an amendment by Democratic Senator Katia Abreu to modify a key clause of the Constitution (Resolution 517) in such a way that private port investors could bypass the port authority public tendering process and develop new container terminals on their own initiative (see WorldCargo News May 2008, pp57-58).
The decision has been welcomed by the Association of Brazilian Container Terminals (Abratec), although observers believe that with the ports struggling to keep pace with demand it is only a matter of time before changes go through. The reform agenda is backed by major carriers such as Hamburg Süd and CMACGM as well as some government agencies such as Antaq (Waterways Agency of the Federal Ministry of Transport) and ABDIB, the powerful Brazilian industrial shippers’ grouping....
