Brazil moves to reform port laws

As surmised in last month’s WorldCargo News (p11), the relief felt by Abratec members over the Brazilian Senate’s rejection of a key amendment to the Constitution could prove to be shortlived.

The Senate, as reported, rejected the amendment brought forward by Senator Katie Abreu that would allow “private” terminals to handle non-proprietary container cargoes without going through the port authority public tendering process (the Portonave case)....
