New Zealand’s Minister of Corrections, Judith Collins, has suggested converting shipping containers into jail cells to solve a shortageof capacity at some of the country’s prisons.
Preliminary estimates are that shipping containers could be converted into “container cells,” in part using prison labour, for NZ$53,000-63,000 at an existing prison. At newbuild prisons, using containers instead of traditional structures could lower the per-cell cost from NZ$643,000 to NZ$372,000....
