Few in the industry believe that the X-ray scanning of all import containers before they reach American shores is feasible.
It was dubbed a cynical political move rather than an attempt to craft prudent legislation. The supposed strategy, carefully planned by the Democrats, behind the passage of the Implementing the 9/11 Commission Recommendations Act of 2007 was to force President Bush to veto a bill that promised 100% scanning of imported containers. Timed to cross the President’s desk on or around September 11 this year, a veto would have coincided with the sixth anniversary of the terrorist attacks on the World Trade Center, thereby embarrassing a leader who has justified much of his domestic and international agenda on the grounds of protecting the American people....
