Hamburg operators protest Steinwerder plan

Hamburg port operators have come out against the plan submitted by China's CCCC for the turnkey development of a new container terminal at Steinwerder, following a 2016 tender organized by Hamburg Port Authority

UVHH, the Hamburg port employers' association, has roundly attacked the government’s announcement that CCCC, which includes ZPMC, could build a new automated container terminal in the port of Hamburg, along with all the associated construction works, dredging, etc.

This shows a "total lack of understanding," said UVHH's President Gunther Bonz (Eurogate) and "runs contrary to the port's future plans, which accept fundamentally that existing terminals and their projected expansion programmes are able to cope with forecast volumes up to 2025 and beyond."

Bonz is convinced that the port does not need another container terminal, but should use the area for industrial use with associated storage and ship capabilities.

The port's biggest container handler, HHLA, has also come out against the plan separately to its involvement with UVHH. A spokesman said: "Bringing on stream existing capacity reserves at the HHLA terminals would be more cost-effective than building another automated terminal at Steinwerder Süd. The city has a 68% share in HHLA, whose share price dropped sharply when the tender announcement was made.

Responding to the brickbats, Port Senator Frank Horch said: "As part of our responsibility we have to look into the future and consider all possibilities for port development. All Hamburg companies were free to participate in the tender procedures.”
