While many African governments are trying to encourage the movement of freight by rail, rather than road, the government of Zimbabwe is planning to introduce legislation on the issue. The minister of transport and infrastructure development, Joram Gumbo, unveiled a new plan at the recent Infrastructure Conference in Bulawayo, arguing that highway erosion and the regularity of accidents justified tough action.
