The Philippines Bureau of Internal Revenue (BIR) has turned down a petition from the Subic Bay Metropolitan Authority (SBMA) to waive VAT and income tax rules for the much-delayed Subic container terminal project (see last month’s WorldCargo News, p7).

Even so, Capt Victor Mamon, SBMA senior deputy administrator for operations, hopes to award the contract by October and issue the Notice to Proceed to the winning Japanese bidder before the end of this year.
