SB 974 fails again

Environmentalists were crying foul last month as California Governor Arnold Schwarzenegger finally vetoed SB 974, a bill introduced by Senator Alan Lowenthal that would have imposed a US$30 per TEU fee on all containers moving in and out of California’s three major ports.
