Panamanian constitutional lawyer Miguel Antonio Bernal has advised the government that there is risk in privatising the future Corozal transhipment hub, a project supported by the Panama Canal Authority (ACP). The authority pre-qualified a number of interested bidders in April – APM Terminals, Terminal Investment Ltd, Terminal Link and PSA – to design, build, develop and operate the new facility. The project is planned for the east bank of the expanded canal, adjacent to the PPC Balboa facility
