Rivalries between the different terminal operators could be influencing current thinking

Rotterdam port authority (HBR) is considering the construction of a multi-user rail container terminal at the Maasvlakte II estate, to accommodate container shuttle trains and other block train services.

It is also coming under growing pressure to build an internal truck lane for inter-terminal traffic (ITT) linking all the MVI and MVII terminals.
