Zeeland Seaports (ZP), the united Terneuzen and Vlissingen ports company, is decidedly uneasy about its strategic alliance with the Port of Rotterdam. It wants the Zeeland provincial government (ZGS) to remove the development of container terminals in existing port areas from the ambit of its joint venture (EMS) with the Port of Rotterdam (HbR), in effect limiting cooperation to the Westerscheldt Container Terminal (WCT) project in Vlissingen.
