Trieste Port Authority (APT) is investigating the Port of Koper and its majority-owned TICT (Trieste International Container Terminal) subsidiary for alleged breach of its commitments as concessionaire of the Molo VII facility in Trieste. In effect the Slovenian operator is being accused of manipulating the market to switch traffic from Trieste to its home port of Koper.
