Last year was the first full year for France’s Grands Ports Maritimes (GPM), the structures of France’s seven leading seaports created by the port reform law of July 2008, as replacements for the former ports autonomes. Given the strife accompanying the new law, 2009 might have been one of recovery, but the ports were hit by the global crisis.
