Contecon SA, the consortium put together by Philippine-based international terminal operator ICTSI to undertake management of Ecuador’s Port of Guayaquil two months ago, has made its mark quickly with the introduction of rigorous security measures, higher charges for vessel dwell times and new tariffs for operating companies. The changes were cleared prior to implementation by Guayaquil Port Authority (APG).
