The Ghanaian Commission on Human Rights and Administrative Justice has opened an investigation into allegations that Ben Owusu Mensah, director general of the Ghana Ports and Harbours Authority (GPHA), acted inappropriately during the award of a US$16.38M contract to ZPMC for two cranes and four RTGs in 2006.
